KKN Gurugram Desk | As Bihar heads into its next elections, the Nitish Kumar-led government has made a strategic move by reaching out to the central government with a significant demand. In a bid to address the rising demand for housing in the urban areas of the state, the has formally requested an additional 1 lakh urban houses under the Pradhan Mantri Awas Yojana (PMAY)-2. The state’s Urban Development and Housing Department has written a letter to the Central Government, highlighting the necessity of expanding the housing provision in light of the increasing number of applicants.

The request for additional housing units comes at a time when the state is already set to receive 5 lakh units under the same housing scheme over the next five years. However, the growing number of applications has prompted the state to seek more support. If this demand is met, the total number of houses allocated to Bihar could rise to 6 lakh under the PMAY-2 scheme.

Background: PMAY-2 and Bihar’s Housing Need

The Pradhan Mantri Awas Yojana (PMAY) is one of the flagship housing schemes of the central government aimed at providing affordable housing to the urban poor. Bihar, with its growing population and rapidly expanding urban areas, has a high demand for housing. The state government had previously requested 5 lakh houses for the urban poor under PMAY-2, which was approved by the central government.

The PMAY-2 scheme focuses on providing affordable housing to low-income groups in urban areas, with a special emphasis on economically weaker sections (EWS), low-income groups (LIG), and middle-income groups (MIG). These homes are constructed with the aim of improving the living conditions of urban poor populations, and they often include provisions for basic amenities like clean water, sanitation, and electricity.

The Need for Additional Housing: A Growing Demand

While Bihar was initially allocated 5 lakh houses under PMAY-2, the number of applications has far surpassed this figure. Over 5 lakh applications have already been submitted in the state, and the number continues to rise. This overwhelming response has led to the government’s decision to request additional housing units to ensure that no eligible citizen is left behind.

The state’s urban areas, particularly in cities like Patna, Bhagalpur, Muzaffarpur, and Gaya, have seen an increasing number of migrants from rural areas seeking better employment opportunities, , and healthcare. This urbanization has placed a significant strain on existing infrastructure, particularly housing. Many families in these cities live in overcrowded and substandard conditions, the need for affordable housing even more urgent.

What Does the Demand for 1 Lakh Additional Houses Mean for Bihar?

The demand for an additional 1 lakh houses from the Central Government is significant, as it would increase the total number of houses allocated to the state from 5 lakh to 6 lakh under PMAY-2. This is a major boost to the state’s efforts to combat urban poverty and improve living conditions for the urban poor. If the central government approves this demand, it will provide much-needed housing to thousands of families who are currently on the waiting list.

In addition to improving living standards, these new homes will also provide a sense of security and dignity to the beneficiaries. Housing plays a key role in empowering people, and the availability of affordable homes is crucial for the economic development of the state. The additional homes will not only benefit the residents of Bihar but will also contribute to job creation in the construction and real estate sectors.

Verification Process and Anti-Corruption Measures

Currently, the process of verifying applications for the urban housing scheme is ongoing. The Urban Development and Housing Department has emphasized that all applications must be thoroughly verified to ensure that only eligible families are considered for the scheme.

To prevent any corruption or manipulation of the process, two special teams have been formed. These teams will visit various urban local bodies to interact with applicants and ensure that the application process is fair and transparent. The verification process will also help in identifying any false claims or ineligible applicants.

The department has instructed all urban bodies to take the application verification process seriously, with a special focus on curbing any malpractice. This level of scrutiny is aimed at ensuring that the scheme reaches the deserving people and does not get hijacked by fraudsters.

Political Implications: A Strategic Move Before Elections

The timing of this request for additional housing is not lost on observers. With Bihar elections on the horizon, the demand for more housing can be seen as a political move by the Nitish Kumar-led government to strengthen its position among urban voters, particularly in poor and middle-class sections. Providing affordable housing has always been a key agenda for Nitish Kumar, and this demand for extra housing units further underscores his commitment to addressing the needs of Bihar’s growing urban population.

By addressing the urgent need for housing in Bihar’s cities, Nitish Kumar’s government is attempting to showcase its dedication to improving urban infrastructure and ensuring better living conditions for the state’s poorest citizens. This move is likely to garner support from various sections of the voting public, especially in urban constituencies, where the issue of housing is becoming increasingly critical.

The inclusion of political organizations like Bajrang Dal and Vishwa Hindu Parishad (VHP) in the discussions around the housing demand further highlights the involvement of religious and political organizations in shaping the course of the state’s housing policy.

The Role of Political and Administrative Leadership in Housing Development

The decision to request 1 lakh additional houses reflects the active role of Bihar’s Urban Development and Housing , Jivesh Kumar. Minister Kumar has been at the forefront of efforts to revitalize urban development in Bihar, and his department’s proactive steps in seeking additional housing reflect a clear commitment to meeting the state’s growing urban needs.

The Chief Secretary of Bihar also chaired a review meeting where this demand for additional housing was discussed, ensuring that the state’s top administrative leadership is aligned with the department’s goals. The push for additional housing is an example of how both the political and administrative leadership in Bihar are coming together to address critical issues facing the state’s urban population.

Bihar’s Vision for Urban Development and Housing

As urbanization continues to increase in Bihar, the demand for affordable housing is expected to grow even further. The state’s long-term vision is to ensure that all its urban residents have access to basic amenities like safe housing, clean water, and adequate sanitation.

The state government has also emphasized the importance of upgrading existing infrastructure and providing affordable housing for the urban poor as a key component of its development agenda. By actively seeking additional housing units under the PMAY-2 scheme, Bihar is positioning itself as a state that is serious about urban development and improving the lives of its people.

The demand for 1 lakh additional housing units from the Central Government is a crucial step for Bihar’s urban development. If the central government grants this request, it will significantly improve the state’s ability to provide affordable housing for its growing urban population. The decision will not only have political implications but will also impact the lives of thousands of low-income families who are struggling to find a place to live.

As the housing application verification process continues, the Nitish Kumar government will be closely monitoring the situation. If the central government approves the additional houses, it will be a major win for Bihar’s urban poor, while also solidifying Nitish Kumar’s position as a leader committed to improving the lives of his state’s most vulnerable citizens.
